Job Title:  Parks and Recreation Director
Salary:  $76,469 - $93,674.50 per annum
Reports to:  Community Services Manager
Supervises:  Parks Maintenance Supervisor, Recreation Programs Coordinator, Recreation Programs Assistant (3), and Administrative Support Assistant

Summary: Under general direction, the Parks and Recreation Director plans, directs, and coordinates the activities and programming of the Ak-Chin Indian Community's Parks and Recreation Department. This is an exempt position.

Minimum Qualifications: Bachelor's Degree in Business, Public Administration, Parks/Recreation Management or a closely related area and five years full time supervisory/managerial work experience in Parks and Recreation programs; OR an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job. Must possess and maintain a valid Arizona drivers license and be able to meet the Community's insurance carrier requirements. Must complete and pass a background check.

Preferred Qualifications:Extensive experience in the strategic alignment of Parks and Recreation resources, teambuilding and demonstrated leadership strength. Experience researching, planning, and implementing programs. Demonstrate strong skills in the areas of leadership, communication, project management, strategic thinking, accountability, ethics, and innovation. Certification as a Certified Parks and Recreation Professional (CPRP) or Certified Parks and Recreation Executive (CPRE) is preferred.

Hiring Preference: The Community affords Indian Preference and Veterans' preference. In applying Indian Preference, preference will be given to qualified Community members, then to qualified Native Americans, and then other qualified candidates. Except as otherwise stated herein, all candidates will receive consideration without regard to race, color, sex, age, disability, religion, national origin, or other non-merit factor. Applicants wishing to claim Indian Preference must submit a Certificate of Indian Blood or proof of tribal enrollment at the time of application. All applicants wishing to claim Veterans' Preference must submit a copy of a certified Department of Defense DD Form 214 "Certificate of Release or Discharge from Active Duty."

Duties and Responsibilities

  1. Develops staff objectives and work plans. Assigns, supervises and evaluates work of department personnel. Ensures staff training to provide appropriate and effective Parks and Recreation services to the Community
  2. Performs department budget preparation and administration; prepares cost estimate for budget recommendations; submits justification for staff, supplies, materials and equipment; monitors and controls expenditures including overseeing purchasing, and inventory.
  3. Promulgates and recommends for the Council’s approval the policies and procedures of the Recreation Department.
  4. Plans/evaluates present and future recreational needs of the Ak-Chin Indian Community including recreational programs/events, sports leagues, and tournaments. Also assists and interfaces with Community Departments in the planning and implementation of Community Employee group exercise campaigns and programs.
  5. Identifies needs/recommends park locations and layout.
  6. Establishes program/use fees; plans/directs the maintenance/repair of parks and related facilities.
  7. Officiates at games. Researches both internal and external resources and agencies to provide coaching and referee services to the Community.
  8. Meets and confers with a variety of business officials and Community representatives to identify parks and recreation oriented projects and funding sources.
  9. Works with volunteer groups, and other agencies providing recreational programs and services to special needs populations.
  10. Interfaces with Ak-Chin Health Education and Ak-Chin Elder programs to plan and design group exercise programs for all age populations and assists with the execution of those plans.
  11. Develops/implements a strategic plan, including analyzing data, monitoring trends, and projecting usage and needs.
  12. Evaluates operations and activities for assigned responsibilities; recommends improvement and modifications; maintains records and files; prepares reports for Council regarding operations and activities.
  13. Interfaces with Ak-Chin Community parents and membership regarding recreational programming, planning, design and implementation.
  14. Performs other job related duties as assigned.

Other Requirements:

  • Knowledge of Parks and Recreation Department policies and procedures.
  • Knowledge of general public administration principles and practices, including budgeting, strategic planning, program development/evaluation, and employee training and supervision.
  • Knowledge of Parks and Recreation Department programs, services, and activities.
  • Knowledge of practices, methods, procedures, and techniques for public recreation and parks maintenance programs.
  • Knowledge of recreational programming design and promotion of Native culture and events specific to Native participation.
  • Knowledge of the principles and practices of recreation administration and supervision.
  • Knowledge of the theory and philosophy of leisure, play, and public recreation.
  • Knowledge of the methods involved in planning, organizing, conducting, supervising, and evaluating a program of recreational activities.
  • Knowledge of aquatic programming and programs.
  • Knowledge of Recreational programming and promotion for all age and special needs populations.
  • Knowledge of buildings, grounds, and park maintenance principles and practices.
  • Skill in establishing and maintaining effective working relationships with other Department heads, representatives of local business, community service organizations, and the public.
  • Skill in planning, organizing, directing, and administering a comprehensive parks and recreation program.
  • Skill in performing a variety of administrative functions, including developing/evaluating programs, budgeting, strategic planning, and policy/procedure development.
  • Skill in organizing, promoting, and operating public events, sporting events, and recreation programs.
  • Skill in training, scheduling, and supervising subordinate staff to ensure efficient, effective operation of the Parks and Recreation Department.
